SHORT TITLE – This ordinance shall be known as Beach and Mangrove Forest Ordinance of Tigbauan, Iloilo. SECTION 2. COVERAGE – This ordinance shall cover all coastal barangays in the Municipality of Tigbauan. SECTION 3. OBJECTIVES: 3.1. To declare all foreshore areas and public lands in all coastal barangays as reserved for Beach and Mangrove Forest in the Municipality of Tigbauan; 3.2. To establish a Marine Protected Area (MPA) in the municipality of Tigbauan for the protection of the present generation and the assurance of the future generation; 3.3. To save what remains of these forests by protecting them and planting as many species originally occurring in the area; Page 2-Mun.Ord.No.2021-003 3.4. To encourage all residents, especially those living in the coastal barangays to develop and maintain a beach forest and mangrove forest for their protection against storm surge and other calamities and to serve as green belt areas. SECTION 4. DEFINITION OF TERMS – The following terms are being defined for the purpose of this ordinance: AQUATIC POLLUTION – the introduction by human or machine, directly or indirectly, of substances to the aquatic environment which result or is likely to result in such deleterious effects as to harm living and non-living aquatic resources, pose potential and/or real hazard to human health, hindrance to aquatic activities such as fishing and navigation, including dumping/disposal of waste, noxious or harmful liquid, gaseous or solid substances, from other human-made activities. BEACH FOREST – A narrow strip of woodland along the sandy and gravelly beaches of the seacoast. In many countries, coastal areas such as beaches, dunes, swamps and wildlands, even when they are not covered with trees, are officially designated as `forested’ lands. For purposes of this ordinance, Beach Forest shall mean “ all foreshore areas and public lands in the coastal barangays of Tigbauan, as identified by the Provincial Government Environment and Natural resources Office (PGENRO) and the Community Environment and Natural Resources Office (CENRO).” MANGROVE FOREST – are the most typical forest formations of sheltered coastlines consisting of trees and bushes growing below the high water level.
